Trump Unlikely to Repeal Biden Chips & Science Act, Could Boost Micron Syracuse & Clay Semiconductor FAB Chips Plant

The future of the CHIPS and Science Act has become a hot topic since President-elect. Donald Trump criticized it on Joe Rogan podcast, calling it so bad; Despite this criticism, experts and industry analysts believe a complete reversal seems unlikely.

Strong bipartisan support and real progress in domestic semiconductor manufacturing. I suggest that the CHIPS Act will remain mostly unchanged.

Trump might adjust the implementation rules rather than scrap the program entirely.


These changes could make things easier for manufacturers like Micron that create so many high-paying jobs in Syracuse, North Syracuse, Baldwinsville, Clay, Liverpool, Cicero, Salina, Geddes, VanBuren, Lysander,Fayetteville, Manlius, Radisson, Bayberry, Mattydale, Village Green, Seneca Knolls, Skaneateles, Bridgeport,Minoa, Camillus, Marcellus  Warners, Elbridge, Dewitt, Phoenix, Brewerton, Palermo, Pennellville, Hastings, Central Square, Fulton, Volney, Schroeppel, NY.

This news matters a lot to the Syracuse region, especially Clay, NY. Micron Technology plans to invest up to $100 billion over 20-plus years 3 in a semiconductor plant. The project size is remarkable. Plans include four 600,000-square-foot cleanrooms that add up to 2.4 million square feet of cleanroom space - about the size of 40 U.S. football fields. 

The CNY, NY region can expect these economic benefits:

1. Around 9,000 direct Micron jobs

2. About 5,500 construction positions

3. Nearly 50,000 indirect jobs in related industries

4. A $250 million boost to the Green CHIPS Community Investment Fund

A Trump Administration Might Change

Some CHIPS Act Guidelines:

· No more workforce and union labor rules

· Faster environmental permits

· Fewer climate and environmental requirements

· No mandatory child care provisions

Jack Gold from J.Gold Associates believes these would be minor tweaks rather than major changes. Recent developments support this view. On Nov, 15th 2024 the finalized 6.6 billion deal was sealed with Taiwan Semiconductor Manufacturing Company creates binding contracts that would be hard and expensive to undo.


Senator Chuck Schumer, D-N.Y., feels confident about the CHIPS and Science Act future because of its bipartisan nature. Local leaders share this optimism. Onondaga County Executive Ryan McMahon thinks potential changes could accelerate environmental approvals for Micron's, Clay facility.


The CHIPS Act importance becomes clear when you look at the current U.S. semiconductor production. Americans make only 10 percent of the world semiconductors. Now you can see with vitually everything needing a chip, well we are behind, however all these new and expanded semiconductor chips plants and american inguenity we will be leading in chips soon as well.

This shows why domestic production matters so much. Private investments have reached nearly $450 billion across 28 states thanks to the CHIPS Act, according to the Semiconductor Industry Association. National security concerns and this momentum make major changes politically risky. Semiconductor chip fabs and tech companies might benefit from lighter regulations.


Darrell West at the Brookings Institution points out that Trump understands the need to compete with China in critical technologies. This could lead to policies that help semiconductor companies grow.
